Hi sorry only just signed up was wondering if anyone can tell me what tip woulda cover this icing and what technique?

Hi and welcome! I hope you'll tell us more about your cupcake adventures when you have more time. But to try and answer your question, it looks like you need a large closed star tip using a drop star or "Hershey's Kiss" technique. Check out this video for something that looks pretty similar.

You need a tip with lots of "spikes", though. I count at least eight ridges on the side we see, so the right tip for you will have at least 16 spikes. Maybe 18 or 20?
